HomeMy WebLinkAboutOrd 0305 ,Z P- L 3 3 ORDINANCE NO. 305 (f CITY OF MISSION, KANSAS 17 AN ORDINANCE ESTABLISHING COMPENSATION OF GOVERNING BODY; FULL TIME OFFICERS; PART TIME OFFICERS: EMPLOYEES: VACATIONS, SICK AND /OR 3MERGENCY LEAVES; AND REPEALING ORDINANCE NO. 271 AND ORDINANCE NO. 282. SECTION 1. COMPENSATION OF THE GOVERNING BODY OF `EE CITY OF MISSION, KANSAS. From and after the beginning of the term of office commencing in April, 1967, the compensation of the Governing Body shall be as follows: A. There is hereby created a salary for the Mayor of the City of Mission, Kansas, in the amount of $600.00 per year, and each year thereafter until his term of office shall cease, or he is removed from office, or for any reason shall leave office and his successor shall be quali- fied and take over the duties of the office. B. There is hereby created for each Councilmen of the City of Mission, Kansas, a salary in the amount of $300.00 per year, and each year thereafter until his term of office shall cease, or he is removed from office, or for any reason shall leave office and his successor shall be qualified and take over the duties of the office. C. In the event that a Councilman is appointed to office, he shall re- ceive the same salary as an elective Councilman. SECTION 2. COMPENSATION OF PART TIME OFFICERS OF THE CITY OF MISSION, KANSAS. The compensation of part time officers shall be fixed by resolution of the Governing Body upon the recommendation of the Mayor within the maximum limita- tions hereinafter set forth: City Attorney $100.00 per month with a maximum of $250.00 per month. City Treasurer $100.00 per month with a maximum of $250.00 per month. Police Judge $100.00 per month with a maximum of $250.00 per month. City Health Officer $25.00 per month with a maximum of $100.00 per month. City Electrical Inspector $3.00 per inspection. SECTION 3. COMPENSATION OF OFFICERS AND EMPLOYEES OF TEE CITY OF MISSION, KANSAS. The following schedule shall govern the salaries of full time officers and employees and shall be fixed by resolution of the Governing Body. The salary of all hourly employees shall be as determined by the Mayor and department head. A. CITY CLERK DEPARTMENT. 17 City Clerk $400.00 per month with a maximum of $600.00 per month. Deputy City Clerk $300.00 per month with a maximum of $500.00 per month. Assistant City Clerk- $250.00 per month with a maximum of $450.00 per month. Clerical Help $1.50 per hour with a maximum of $2.50 per hour. Ordinance No. 305 B. PUBLIC WORKS DEPARTMENT. Director of Public Works $600.00 per month with a maximum of $900.00 per month. Street Superintendent $450.00 per month with a maximum of 650.00 per month. Equipment Operators: Grade I $2.50 per hour with a maximum of $3.25 per hour. Grade II $2.00 per hour with a maximum of $2.75 per hour. Grade III $2.00 per hour with a maximum of $2.25 per hour. Laborers: Grade I $2.00 to $2.50 per hour. Grade II $1.75 to $2.00 per hour. Grade III $1.50 to $1.75 per hour. C. SWIMMING POOL. Manager and personnel shall be hired on a part time seasonal basis and shall be paid according to a salary schedule to be adopted by the Govern- ing Body at least ninety days prior to the opening of the swimming pool. All hourly employees employed at the pool shall be Mission residents. D. POLICE DEPARTMENT. Chief of Police $600.00 per month with a maximum of $900.00 per mo. Lieutenant $575.00 per month with a maximum of $700.00 when recommended by the Chief of Police. Sergeant $550.00 per month with a maximum of $625.00 when recommended by the Chief of Police. Corporal $500.00 per month with a maximum of $575.00 when recommended by the Chief of Police. Patrolmen: Class A $450.00 per month to $550.00 per month with addi- tional compensation of $10.00 per month each six months thereafter, provided the same is recommended by the Chief of Police and provided the maximum shall not exceed $550.00 per month. Class B $400.00 per month to $450.00 per month with addi- tional compensation of $25.00 per month each six months thereafter, provided the same is recommended by the Chief of Police and provided the maximum shall not exceed $450.00 per month. Police Clerk $250.00 per month with a maximum of $450.00 per mo. Auxiliary Patrolmen- $1.75 per hour with a maximum of $2.50 per hour. E. LONGEVITY COMPENSATION. Longevity Compensation will be applicable only after the employee has reached maximum salary within his job classification. All employees under above paragraphs A B D who are compensated by the month shall be eligible for additional compensation not to exceed $10.00 per month for each year of contin- uous service completed after the fifth year of such service as recommended by the department head. Ordinance No. 305 SECTION 4. VACATIONS. All full time officers and employees of the city shall receive a vacation with pay based on length of service before end of the vacation period ending December 31st, as follows: 9 Length of Service Vacation Period 6 full months, but less than 1 year 1 week 1 year, but less than 15 years 2 weeks 15 years, but less than 25 years 3 weeks 25 years and over 4 weeks Any officer or employee who is eligible for more than one week vacation may split his vacation, taking at least one or two weeks at one time and the balance in one period at a later date as the department head deems to be for the best interest of the city. Vacation time shall not be cumulative from year to year. SECTION 5. HOLIDAYS. The city shall recognize the following holidays upon which the city offices shall be closed: A. New Years Day; Decoration Day; Independence Day; Labor Day; Thanks- giving Day and Christmas Day. B. Police Department personnel will be allowed an extra day off when required to work on one of the above holidays. SECTION 6. SICK AND /OR EMERGENCY LEAVES. All full time officers and 1 employees will be allowed sick and/or emergency leaves in accordance with the following: A. Fifteen days per year after completing six months continuous service with the city. B. Each officer and employee shall be allowed to accumulate a sick and /or emergency leave reserve up to a maximum of 60 days based on the follow- ing credit schedule: The credits thereto are not to be considered as having a cash value in the event of termination of employment. Used Sick and/or Emergency Leave Reserve Credit 15 days 0 days 12 days 2 days 9 days 4 days 6 days 6 days 3 days 8 days 0 days 10 days SECTION 7. The City Attorney shall receive extra compensation for appear- ances in the District Court, Supreme Court or before State Agencies and for bond issues in accordance with the minimum fee schedule of the Johnson County Bar Association or the schedule of fees approved by the Board of County Com- missioners. A SECTION 8. When, because of unusual circumstances, any officer or employee i s required to perform extra services, said employee shall receive extra compen- sation or transportation allowance as determined by the Governing Body. Ordinance No. 305 SECTION 9. TAKE EFFECT. This ordinance shall take effect and be in force from and after publication according to law. Passed by the City Council this 11th day of January, 1967.
