MINUTES OF THE CITY COUNCIL MEETING MISSION, KANSAS OCTOBER 5, 1960
The meeting was called to order by Mayor Sylvester Powell,Jr. The follow-
ing councilmen were present Victor Andersen, John T. Jones, George Mahoney,
H. Russell Johnson, Paul A. Cooper,Jr., Paul Parker, John;: :Shreves and Phil
Woodworth. The minutes were read and approved after corrections were made.
Mr. Langworthy appeared requesting approval of sign for the Western Auto,
5360 Johnson Drive. Council approved the application according to plans
submitted.
Mr. K.D. Moon requested approval to build on 50' lot at 6108 W. 53rd Pl.
The request was approved subject to the verification by the building in-
spector that other houses in that area have been built on 50' lots.
A report was made by the city engineer concerning the improvement of Riggs
St., north of 56th St. to the cul-de -sac. The contractor cost of the im-
provement as specified is $1185.00. It was agreed that if the property
owners deposit with the City $300.00 and the developer, Mr. Thompson de-
posit $600.00, the city will proceed with the improvement.
Thereupon, it was agreed that the building ordinance should be amended to
read: an allowance of an increase of 2% over the total percentage allowed
for building area for remodeling. This request for increase shall be pre-
sented to the city along with the written consent of the immediate prop-
erty owners. The recommendation was referred to the building inspector
for the final form of the amendment.
Geo. F. Black, 6023 W. 54th St. then appeared asking for approval of app-
lication for remodeling of his home. After due consideration, the appli-
cation was approved by the majority of the council.
Thereupon, Mr. Wyatt Jenkins asked for approval of plans for an automobile
show room at 5924 Outlook. After due discussion, the council denied the
approval because of the lot size and inadequate parking facilities for
that type of business.
The recommendation of the zoning committee was read to the council in re-
gard to the rezoning of the Southwest corner of Martway and Woodson. It
was then moved by Councilman Mahoney and seconded by Councilman Johnson
that the recommendation of the zoning committee that the Southwest corner
of Martway and Woodson be rezoned from residential use to resident type
office building and apartment use be approved. In favor: Victor Andersen,
John T. Jones, George Mahoney, H. Russell Johnson, Paul A. Cooper,Jr, Paul
Parker, John Shreves, and Phil Woodworth. Opposed: None.
Thereupon, Mr. Bill Collins presented the application for building permit
for a building at the Southwest corner of Martway and Woodson. After due
consideration, the council gave approval of the plans as presented.
The city engineer recommended that improvements in the drop inlet at 6423
W. 62nd be made. Such improvements were approved by the council. Approval
was then granted for the installation of a guard rail- price range between
$75.00 and $100.00 to be installed in the 5300 block of Woodson St. Rec-
ommendations for a minimum street standard ordinance were made to the coun-
cil. The matter was continued for further study.

Thereupon, a discussion was held concerning a development on Walmer north of
53rd. The matter was continued for further study.
Thereupon, Chief Dressendofer asked for approval of increasing parking fines
to $3.00 instead of $1.50. After discussion, approval was granted by a major
ity vote of council.
Thereupon, an ordinance making appropriation for the monthly expenses as re-
wired by law was presented and passed. There being no further business to
come before the meeting, the meeting adjourned until October 12th, 1960. at
8:00 P.M.

The recommendation df the zoning committee was read to the council in re-
gard to the rezoning of lots 11 and 12 of Crossland View from Office building
to commercial use. Thereupon, it was moved by Councilman Mahoney and second-
ed by Councilman Johnson that the recommendation of the zoning committee to
deny the request at this time be approved. It was felt that spot zoning
should not be approved -that it was better to wait for the over -all zoning
plan. In favor: Victor Andersen, John T. Jones, George Mahoney, H. Russell
Johnson, Paul A. Cooper,Jr., Paul Parker, John Shreves and Phil Woodworth.
Opposed: None
Thereupon, Ordinance No. 200, an ordinance relating to safety of travel upon
the streets of the City of Mission, was read, section by section as required
by law. It was voted upon o In favor: Victor Andersen, John T. Jones, George
Mahoney, H. Russell Johnsen, Paul A. Cooper,Jr., John T. Shreves, Paul Parker
and Phil Woodworth. Opposed: None.
